All persons using in any way the airport area or the facilities of the airport shall exercise the utmost care to guard against fire and injury to persons or property. All airline personnel and base operator personnel are to provide volunteer fire fighting personnel, these personnel to be part of a force to safeguard the airport with the fire fighting equipment stationed at the airport. In case of base operator aircraft, the base operator will take charge of the fire fighting operation. The foregoing shall apply until the arrival of the Fire Department of the City of Pullman and/or the City of Moscow, which will then take charge of fire fighting and rescue operations. (Ord.
