No member of the crew of an aircraft on the airport, or any person attending or assisting in said operation on the airport, shall be under the influence of intoxicating liquor or habit-forming drugs; nor shall any person obviously under the influence of intoxicating liquor or habit-forming drugs be permitted to board any aircraft except a medical patient under proper care or in emergency.
