The governmental agencies signatory to the Pullman-Moscow Regional Airport Cooperation Agreement of December 31, 1970, and as amended December 8, 1971, their agents or employees shall not be liable for loss, damage, or injury to persons or property arising out of any accident, incident, or mishap of any nature or cause whatsoever to any individual, aircraft, or property, occurring on the airport or in the use of any airport facilities.
