“Commercial operator” means any person, firm, or corporation, other than a fixed base operator, who uses the airport or airport facilities for the purpose of dealing in goods or services, or both, at the airport for expectant gain. (Ord. 83-29 §2, 1983; Ord. A-697 §3, 1967).
