Any required improvements shall comply with Sections 13.80.160, 13.80.170, and 13.80.180 with the exception that the director may authorize construction of improvements to be deferred until receipt of an application for a building permit for individual lots within the short plat, provided that prior to issuance of such a building permit, performance security shall be provided in a form acceptable to the city to guarantee the construction of required public improvements. The director may also waive the requirement for maintenance security if the developer provides a personal guarantee in a form acceptable to the city to repair deficiencies in public facilities during the one-year period following completion and acceptance of all required work.
