The preliminary plat of any proposed subdivision and dedication shall be approved or disapproved by the City Council or returned to the applicant for modification or correction within ninety days from the date of filing thereof unless the applicant consents to an extension of such time period.

Provided, that if an environmental impact statement is required as provided in RCW 43.21C.030, the ninety-day period shall not include the time spent by the city or its agencies in preparing and circulating the draft and final environmental impact statement. The date of filing shall be the date of acceptance by the director as provided for in Section 13.80.070. (Ord. 80-42 §15, 1980).
