(1) At the public hearing and prior to taking action on the proposed plat, the planning commission shall make “findings of fact” which represent the official determination of the commission.

(2) The findings of fact shall include the following:

(a) Whether the proposed plat is consistent with the comprehensive plan and city planning standards and specifications;

(b) Whether appropriate provision was made for

(i) the public health, safety, and general welfare,

(ii) open spaces,

(iii) drainage ways,

(iv) streets or roads, alleys, other public ways,

(v) transit stops,

(vi) potable water supplies,

(vii) sanitary wastes,

(viii) parks and recreation,

(ix) playgrounds,

(x) schools and schoolgrounds, considering all relevant facts, including sidewalks and other planning features that assure safe walking conditions for students who only walk to and from school;

(c) Whether the public use and interest will be served by the subdivision and the dedications proposed;

(3) The findings of fact required by 13.80.120(2) shall be supported by written statements from the planning division and engineering division of the city's department of public works.

(4) The commission shall, by resolution, recommend approval, disapproval, or approval subject to conditions or modifications of the proposed plat. If the commission finds that the proposed subdivision and dedication make appropriate provisions as required by the provisions of 13.80.120(2)(b) and that the public use and interest as required by 13.80.120(2)(c) will be served, then the commission shall recommend approval of the proposed subdivision and dedication. The resolution shall contain the findings of fact of the commission and a short summary of the evidence supporting those findings and shall be filed with the department of public works and a copy sent to the developer.

(5) The commission shall forward its recommendation to the City Council not later than fourteen days after written decision by the planning commission is issued. (Ord. 91-3 §2, 1991; Ord. 80-42 §13, 1980).
