Except as specifically defined in this section, all words used in this Chapter shall carry their customary meanings:

(1) “Access street” means a street primarily for access to property abutting thereon.

(2) “Alley” means a strip of land dedicated to public use to provide service access to adjoining properties.

(3) “Block” means a group of lots, tracts, or parcels within well-defined and fixed boundaries.

(4) “Collector arterial street” means a street whose function is to collect traffic from access streets and channel this traffic to an arterial street or to a state highway and is so designated in the comprehensive plan or arterial street map of the city.

(5) “Comprehensive plan” means all development principles and standards, plans, maps, rules, and regulations adopted by the City Council as objectives and goals for the comprehensive plan for the city (as defined in RCW Chapter 35A.63) which are in effect at the time of submission of a preliminary plat.

(6) “Cul-de-sac” means a street having one end intersecting another street and the other end permanently terminated by a vehicular turnaround.

(7) “Dedication” means the deliberate appropriation of land by its owner for general and public use, reserving no other rights than such as are compatible with the full exercise and enjoyment of the public uses to which the property has been devoted. A specific use, such as street or park, may be specified in the instrument of dedication. The intention to dedicate shall be shown by indicating the dedication on the final plat or short plat when it is submitted for filing. The acceptance of any dedication by the public shall be shown by approval of the plat by the City Council.

(8) “Director” means the director of the department of public works or his designee.

(9) “Easement” means a grant or authorization by a property owner of the use of any designated portion of land by the public, a corporation, or persons for specified purposes.

(10) “Final plat” means the final drawing of the subdivision and dedication prepared for filing for record with the county auditor and containing all elements and requirements as set forth in this Chapter and as required by state law.

(11) “Half street” means a street that has only a portion of its width within a subdivision.

(12) “Lot” means the fractional part of subdivided lands having fixed boundaries being sufficient area and dimension to meet minimum zoning requirements for width, depth, and area. The term includes tracts or parcels.

(13) “Major arterial street” means a street of considerable continuity whose prime function is that of interconnecting large areas of the city and is so designated in the comprehensive plan for the city or arterial street map of the city.

(14) “Pedestrian walkway” means a right-of-way, easement, or facility dedicated to public use and used or designated for pedestrian circulation purposes.

(15) “Plat” means a map or representation of a subdivision, showing thereon the division of a tract or parcel of land into lots, blocks, streets, and alleys or other divisions and dedications.

(16) “Preliminary plat” means a neat and appropriate drawing of a proposed subdivision showing the general layout of streets and alleys, lots, blocks, and restrictive covenants to be applied to the subdivision, and other elements of a plat or subdivision which shall furnish a basis for the approval or disapproval of the general layout of a subdivision.

(17) “Replat” means a map or representation of a resubdivision showing thereon the divisions of a tract or parcel of land into such parts as lots, blocks, streets, and alleys or other division and dedications.

(18) “Resubdivision” means the alteration of all or any portion of the legally defined features or aspects of any subdivision approved under the procedures established by RCW Chapter 58.17.

(19) “Right-of-way” means a strip of land dedicated for public use for utility, vehicular and/or pedestrian travel, access to adjoining properties or other use involving maintenance by a public agency.

(20) “Roadway” means the portion of a street or alley right-of-way that is improved for vehicular traffic or use including shoulders on streets without curbs.

(21) “Secondary arterial street” means a street of considerable continuity whose prime function is that of interconnecting neighborhoods of the city, and is so designated in the comprehensive plan for the city.

(22) “Short plat” means the map or representation of a short subdivision.

(23) “Short replat” means the map or representation of a short resubdivision.

(24) “Short subdivision” means the division of land into four or less lots, tracts, parcels, sites, or subdivisions for the purpose of sale or lease.

(25) “Developer” means any person, firm, or corporation or authorized representative undertaking the subdivision or resubdivision or short subdivision of a lot, block, or other parcel of land.

(26) “Subdivision” means the division of land into five or more lots, tracts, parcels, sites, or divisions for the purpose of sale or lease, including all resubdivisions of land into five or more lots, excluding short resubdivisions. (Ord. 80-42 §5, 1980).
