If no one responds to the immobilization of a vehicle within twenty-four hours of the affixing of the immobilization device, or if the immobilized vehicle is located in a “tow-away” zone as designated by the City Traffic Engineer during a prohibited time period, said vehicle shall be towed and stored at the expense of the registered owner. Said vehicle shall not be released until full payment of all parking penalties, immobilization fee, and towing and storage charge have been paid or a cash bond in an amount equal to the sum of the outstanding penalties, and immobilization fee has been posted with the parking violations bureau; and, the towing and storage charges have been paid to the towing and storage operator.
