No motor vehicle shall be either operated, parked, or left standing in or upon any area within a public park located within the City of Pullman, excepting upon a public street or within an area provided for the parking of motor vehicles and marked by a parking sign; provided, however, motor vehicles owned by the City of Pullman and used for park maintenance purposes may be operated or left standing upon public park ground.
