The duty, burden, and expense of maintaining and keeping clean and free of debris, accumulation of dirt or rock or snow or ice, or any combination thereof, of a sidewalk along an adjoining property is the responsibility of the owner of the property directly abutting upon or adjacent to that portion of the sidewalk for its entire length along the owner’s property and for the entire width thereof.
