A flagman shall follow and another flagman shall precede the moving procession along the street for the purpose of warning others using the street of the existence of the building or structure, and all protruding timbers and obstructions that may come in contact with another user of the street shall be illuminated by a red light that shall function at all times while the house or structure is in the street.
