(1) Cross Connections. Each customer's water system shall be open for inspection at all reasonable times by authorized representatives of the city to determine whether cross connections or other structural or sanitary hazards, including violations of the provisions of this Chapter exist. When such a condition becomes known to the director, the director shall deny or immediately discontinue service to that premises by providing for a physical break in the service line until the customer has corrected the condition(s) in conformance with state statutes and city ordinances relating to plumbing and water supplies and the regulations adopted pursuant thereto.

(2) Backflow prevention assemblies – testing. It shall be the duty of the customer at any premises where backflow prevention assemblies are installed to have certified inspections and operational tests made upon installation and at least once per year. In those instances where the director deems the hazard to be great enough the director may require certified inspections at more frequent intervals. These inspections and tests shall be at the expense of the water customer and shall be performed by a certified backflow assembly tester approved by the director. The customer shall notify the director in advance when the tests are to be undertaken so that a representative of the city may witness the tests if so desired. These assemblies shall be repaired, overhauled, or replaced at the expense of the customer whenever said assemblies are found to be defective. Records of such tests, repairs, and overhaul shall be submitted to the director within 30 calendar days after the customer receives notification of the yearly test results.

(3) Delegation. The director may delegate inspection duties to a certified cross-connection control specialist. (Ord. 92-18 §6, 1992).
