Any person whose premises are already so connected with the public sewers of the city of Pullman as to discharge rainwater, surface water, or drainage water from any cellar, basement, or spring into the sewers, and who neglects, fails, or refuses to disconnect the same from the sewers within thirty days after the service of written notice upon to do so by the city of Pullman, shall be deemed guilty of a misdemeanor. (Ord. 198 §2, 1910).
