(1) The Salary Commission for Elected Officials will review and set the salaries for elected officials of the City of Pullman in the form of a written salary schedule.

(2) Beginning in 2022, a Salary Commission for Elected Officials will be appointed and will conduct an initial salary review as provided herein. Every even numbered year thereafter, a new Salary Commission for Elected Officials will be appointed to perform a new salary review in accordance with this chapter beginning in March of that year. The initial 2022 Salary Commission will be seated no later than August 10, 2022, and will provide an updated Salary Schedule to the City Clerk on or before September 30, 2022. In subsequent even numbered years, the Salary Commission must complete its review and file a new Salary Schedule on or before the last business day of July. If the Salary Commission does not file a new Salary Schedule with the City Clerk by this deadline, no changes shall be made to the existing Salary Schedule until the next Salary Commission completes its review in the next even numbered year.

(3) Upon the filing of a new Salary Schedule with the City Clerk, the new Salary Schedule shall be effective and incorporated into the city’s biennial budget without further action of the City Council or Salary Commission. Any change to a Salary Schedule shall be effective for all incumbent city elected officials on January 1 of the odd numbered years; provided, any decrease to an incumbent’s salary shall not be effective until January 1 of their next subsequent term if re-elected.

(4) Salary increases established by the Salary Commission are subject to the referendum provisions of RCW 35.21.015.

(5) If the Salary Commission determines that the salary of any elected City position should not be increased or decreased, the Commission will file a written determination with the City Clerk indicating that no salary adjustment is appropriate for such elected City position(s).

(6) Salary Commission action fixing the salaries of elected officials of the City pursuant to this chapter supersedes any provision of any other City ordinance related to such salaries, subject to referendum.

(7) The Salary Commission shall automatically dissolve and cease all functions upon the date of the filing of a new Salary Schedule or other written determination with the City Clerk, or at midnight on the last business day in July of an even numbered year, whichever is earlier.
