(1) The hearing examiner, members of the city council, and city staff may not participate in a public hearing or decision-making process where such participation would constitute a conflict of interest, pursuant to Chapter 42.23 RCW. Similarly, they may not participate in a public hearing or decision-making process where such participation would violate the appearance of fairness doctrine, set forth in Chapter 42.36 RCW, unless the parties to such hearing or decision consent to or waive the right to object to such participation.

(2) Neither the mayor, or any member of the city council, city staff, or any other person shall interfere with or attempt to influence the hearing examiner in the performance of their duties. (Ord. 22-2 §7, 2022).
