(1) The hearing examiner is appointed by the mayor and confirmed by the city council. Such appointment and confirmation shall be made with regard only for qualifications for the duties of the office. This position will be a contracted position, with the terms and conditions of appointment specified in a contract between the city and the examiner(s).

(2) The qualifications for the office of hearing examiner are expertise in land use law and planning, construction code of the City of Pullman, and the training and experience necessary to conduct administrative or quasi-judicial hearings and to issue decisions and recommendations on land use planning and other regulatory matters.
