(1) Contract for a Specified Period. A contract may be entered into for any period of time deemed to be in the best interest of the city, so long as funds are available for the current budget year at the time of contracting. Payment and performance obligations for succeeding budget years are subject to the availability and appropriation of funds by the City Council.

(2) Determination to use Multi-term Contract. Prior to the utilization of a multi-term contract, it shall be determined that estimated requirements cover the period of the contract and are reasonably firm and continuing and that such contract will serve the best interests of the city by encouraging effective competition or otherwise promoting cost-effective city procurement.
