(1) Custodian. The custodian of a particular public record shall be the department head of the department which in the normal course of business maintains a public record as a part of performing the responsibilities of that particular department or such department head’s designee.

(2) Indexes. Maintaining a central index of city public records is unduly burdensome and costly, and the creation and/or maintenance of a central index would interfere with city operations due to the number and complexity of records generated as a result of a wide range of city activities. The Public Records Officer will coordinate responses to public records requests with the department heads or their designee and responsive records shall be made available for public inspection and copying in accordance with Chapter 42.56 RCW or other applicable laws.
