All city offices shall be kept open for the transaction of business between the hours of eight a.m. and five p.m. on Monday through Friday of each week, excluding legal holidays, emergencies, or other times as approved by the Mayor (e.g., inclement weather, staff training, etc.). In addition to the hours hereinbefore specified, the city administrator may authorize, either orally or in writing, the director of public works, the chief of police, the fire chief, the director of public services, and the finance director, to open offices under their control at such other times for the transaction of business as may be requested of the city administrator by the aforementioned persons.
